Assistant Property Manager

Location: Limerick
Contract Type: Full-Time, 12‑Month Agency Assignment
Working Week: 35 hours (Mon–Fri)
Annual Leave: 30 days
Salary: €60,256 per annum (Point 1 of Grade scale)
Start Date: Immediate / ASAP
Garda Vetting: Required (role involves access to sensitive locations)

A major public body in the Mid‑West Region is seeking an experienced Assistant Property Manager to support its Property Management Section on a 12‑month full‑time basis. This is a senior, professionally‑qualified role responsible for managing a diverse property portfolio across Limerick, Clare and North Tipperary, and supporting major organisational plans relating to disposals, acquisitions, compliance and estate optimisation.

This is a key position within the Capital & Estates directorate and requires a strong understanding of property management, valuation, planning legislation, and public‑sector procurement.

Key Responsibilities

  • Provide property management and advisory services across the regional estate
  • Support the planning, management and rationalisation of existing property assets, including space utilisation assessments
  • Assist with acquisition and disposal submissions, ensuring compliance with organisational Property Protocols and statutory requirements
  • Arrange or provide independent property valuations
  • Undertake technical reviews of properties and potential sites (zoning, title, planning, flooding, suitability)
  • Advise on sourcing new facilities including leasing, licencing, PPP options, joint ventures and public/private developments
  • Prepare reviews/commentaries on Local Authority Development Plans
  • Ensure statutory compliance in relation to planning and building regulations
  • Assist with development and monitoring of regional Estate / Property Strategies and Management Plans
  • Maintain information required for insurers, including vacant property registers, reinstatement valuations and insurance queries
  • Liaise with internal teams, external consultants, legal advisors, developers, estate agents and Local Authorities
  • Support conveyancing requirements and review leases, contracts and title documentation
  • Ensure property transactions are completed within agreed timelines
  • Provide management information reports as required
  • Maintain and update the national property database, including maps, drawings, contracts and legal title records
  • Manage administrative staff assigned to the project
  • Support organisational sustainability initiatives (energy, water, waste)

Required Qualifications & Experience

Qualifications

One of the following:

  • Level 8 (or higher) QQI major award in Property Studies, Property Valuation & Management, or Property Economics,
    OR
  • Chartered Membership of SCSI or RICS (Commercial Agency, Property & Facilities Management, or Valuation pathways),
    OR
  • A qualification equivalent to the above.

Experience

  • Minimum 5 years relevant experience in property valuation, commercial agency, property management, or property transactions
  • Experience managing a medium to large property portfolio
  • Experience in acquisition & disposal, statutory obligations, lease management, budgeting and financial planning
  • Strong knowledge of planning law, development plans, zoning, and building regulations
  • Competence in negotiations, valuations, technical communication, and stakeholder engagement

Skills & Competencies

  • Strong understanding of property markets (commercial, industrial, residential, development land)
  • Technical proficiency to communicate effectively with internal teams and external specialists
  • Excellent organisational skills with ability to manage deadlines and multiple tasks
  • Strong communication, negotiation and presentation skills
  • Ability to work with multi-disciplinary teams and manage staff where required
