Job Description – Senior Assistant Technical Services Officer (Energy)

Department: Sustainability Infrastructure (Energy Unit)
Location: Cork
Reporting to: Estate Manager / Energy Lead

Role Purpose

To deliver energy-focused technical and project management services  supporting capital works, maintenance programmes, and sustainability initiatives, with a strong focus on energy efficiency and carbon reduction

Key Responsibilities 

• Lead and manage major and minor capital works, particularly energy and retrofit projects, from planning through to completion.
• Develop project briefs, budgets, and oversee procurement/tender processes in line with EU regulations.
• Monitor construction programmes, costs, and contractors to ensure delivery on time and within budget.
• Support energy-efficient design and implement carbon reduction initiatives across projects.
• Manage maintenance programmes, including planning, budgeting, and contractor oversight for buildings and services.
• Assess estate infrastructure (condition, utilisation, compliance) and support property strategy and transactions.
• Ensure compliance with health & safety, fire regulations, HIQA standards, and environmental requirements.
• Support energy strategy delivery, including retrofit pipelines, funding applications, and embedding energy best practices.

Minimum Requirements

• Level 8+ in Mechanical, Electrical, or Energy Engineering (or equivalent)
• Professional membership (Engineers Ireland or equivalent)
• Minimum 5 years’ relevant experience in engineering / project delivery
• Experience in building services, construction, or energy systems
