Job Description

Senior Technical Project Manager 
Location: Mid West region of Ireland

Crewit Resourcing is looking for a Senior Technical Project Manager to deliver professional technical and project management services across major and minor capital projects in acute and non‑acute healthcare settings. This includes planning, design, procurement, supervision, commissioning, maintenance planning, and ensuring compliance with all relevant regulations and standards.

Responsibilities

  • Manage preparation of project briefs with services.
  • Ensure all stakeholders fully understand the project brief.
  • Lead consultation processes, meetings, and engagement activities.
  • Ensure compliance with statutory and regulatory requirements.
  • Act as senior administrative officer for major projects.
  • Define design requirements and support design team selection.
  • Arrange procurement, tendering, and contract documentation.
  • Develop schemes with design teams and contractors.
  • Manage timelines, budgets, commissioning, and handover.
  • Coordinate closely with design teams, site supervisors, and hospital staff.
  • Oversee staff and contractor performance on projects.
  • Ensure equipping/commissioning teams are established early, briefed, trained, and adequately supported.
  • Manage budgets, forecasting, and reporting to senior management and project boards.
  • Process payments to contractors and design teams per contract and statutory requirements.
  • Support decanting, phasing out old facilities, and transitioning to new buildings.
  • Ensure maintenance arrangements are in place for new facilities.
  • Develop briefs for minor works in collaboration with local managers and engineering officers.
  • Prepare or coordinate plans and contract documents.
  • Manage tendering and recommend contractor appointments.
  • Coordinate minor works programmes and ensure completion on time and within budget.
  • Develop maintenance programmes for buildings, equipment, services, and vehicles.
  • Define required resources and prepare budgets.
  • Manage planned maintenance, inspection routines, equipment safety guidelines, and contracts.
  • Ensure buildings and assets are maintained to required standards.
  • Implement local property strategies.
  • Ensure property needs align with service provision.
  • Maintain asset registers and documentation.
  • Ensure statutory compliance in property transactions.
  • Assess condition, usage, capacity, and security of estate properties.
  • Liaise with Fire Officers to implement fire safety measures.
  • Develop and coordinate fire precautions programmes.
  • Monitor and report energy consumption.
  • Assess energy efficiency levels and recommend investment in energy-saving projects.
  • Implement approved sustainability initiatives.
  • Support compliance with HIQA standards and protocols.
  • Participate in risk management, Health & Safety initiatives, and environmental assessments.
  • Engage in Performance Achievement processes.
  • Act as spokesperson as required.

 

Requirements:

  • Level 8 or higher QQI major award in:
    • Architecture
    • Engineering
    • Surveying
      Accredited by: SCSI, RICS, Engineers Ireland, RIAI

OR

  • Full Professional Membership of one of:
    • Society of Chartered Surveyors Ireland
    • Royal Institution of Chartered Surveyors
    • Engineers Ireland (Full or Chartered only)
    • Royal Institute of Architects of Ireland

OR

  • A qualification equivalent

AND

  • Minimum 7 years’ satisfactory and relevant experience in:
    • Building planning, design, project management, or construction
    • OR mechanical/electrical/heating services installation or maintenance

AND

  • Demonstrated knowledge, ability, and administrative capacity for the role.
  • Candidate must be fully competent and capable of performing the duties.
  • Candidate must be of good character.
  • Depth and breadth of relevant technical experience in planning, design, project management, or building services.
  • Strong technical training aligned with the role.
  • Access to transport; role involves travel across multiple sites.
  • Commitment to sustainability and low‑carbon initiatives.
  • Ability to build strong working relationships across multidisciplinary teams.
