Senior Technical Project Manager
(Chief Assistant Technical Services Officer – CATSO)
Contract Type: Temporary 12 months
Locations: Dublin 18
Role Purpose
The Senior Technical Project Manager will deliver professional technical, estates, and project management services across acute and non-acute healthcare settings, overseeing the planning and execution of major and minor capital projects, ensuring projects are delivered safely, compliantly, on time, and within budget.
Responsibilities
- Lead end‑to‑end delivery of major and minor capital works, from project brief to handover, ensuring compliance statutory requirements.
- Develop project briefs and coordinate design teams, consultants, contractors, and procurement processes.
- Manage programmes, budgets, cost control, risk, and change to ensure timely, cost‑effective delivery.
- Oversee maintenance programmes and support estate management, asset registers, and efficient utilisation of healthcare facilities.
- Provide technical advice on design standards, lifecycle costs, commissioning, and transition into new or refurbished facilities.
- Act as senior project lead, supervising staff and contractors and liaising with senior management and external stakeholders.
- Prepare and present reports to senior leadership and project boards.
- Promote sustainability, energy efficiency, health & safety, infection control, and effective risk governance in line with policies.
Essential Requirements
Qualifications
Candidates must hold one of the following:
- QQI Level 8 (or higher) qualification in Architecture, Engineering, or Surveying, accredited by:
- RIAI / Engineers Ireland / SCSI / RICS
OR - Full professional membership of one of the above bodies
OR - An equivalent recognised qualification
Experience
- Minimum 7 years’ relevant experience in:
- Planning, design, project management, or construction of buildings
- Mechanical, electrical, or building services in complex environments
- Proven experience managing capital projects in a regulated or public sector environment.
- Experience working in healthcare, residential care, or disability services is highly desirable.
Skills & Competencies
- Strong technical and construction knowledge across building and building services.
- Excellent project management, budgeting, and programme control skills.
- Knowledge of healthcare standards, HIQA, Building Regulations, Fire Safety, and Health & Safety legislation.
- Strong leadership, stakeholder engagement, and communication skills.
- Ability to manage multiple priorities and deliver results in a complex environment.
- Commitment to quality service delivery and continuous improvement.
